The Automotive Recyclers of Canada (ARC) is committed to ensuring its members play an active role in combatting auto theft and maintaining the integrity of the end-of-life vehicle (ELV) and salvage supply chain. As theft-related crimes continue to rise across Canada, ARC recognizes the importance of establishing clear and enforceable expectations for responsible vehicle acquisition.
While ARC members already operate under professional codes of conduct through their respective provincial associations, we believe this unified national position reinforces our leadership in transparency, compliance, and collaboration with enforcement agencies.
ARC’s Position:
ARC members shall adhere to the following national standards to prevent the improper acquisition or processing of stolen vehicles:
• Only acquire vehicles with proper ownership or documentation. This includes valid provincial registration, insurer-issued authorization, or other verifiable proof of legal ownership. No undocumented or suspicious vehicles are to be purchased or dismantled.
• Ensure the transfer of ownership and VIN registration is completed in accordance with the timeframe and policies of the applicable provincial or territorial jurisdiction. While regulations may state a 6-day transfer window. ARC supports compliance with both regulatory and best-practice timelines, recognizing variances in jurisdictions. Establishing minimum expectations across members reinforces professional accountability.
• Use only traceable payment methods. Purchases must be made by cheque, e-transfer, or other auditable systems. Where cash is accepted, a copy of valid government-issued ID or definitive supporting documentation must be obtained and securely stored.
• Maintain detailed records for every vehicle acquired. This includes the Vehicle Identification Number (VIN), make, model, year, date of acquisition, seller information, and payment method. These records must be available to law enforcement or regulators upon request.
• Support proper VIN branding oversight and enforcement. ARC supports increased collaboration with provincial regulators to identify and address the improper branding or reclassification of vehicles — whether through oversight failures, fraudulent activity, or systemic gaps — that enable stolen vehicles to re-enter the market undetected.
• Refuse to conduct business with individuals or entities known or suspected to be involved in illegal activity, including vehicle theft or the trafficking of stolen parts.
• Work actively with law enforcement, regulators, and insurance partners to report suspicious activity, identify unlicensed operators, and support consistent compliance across the industry. Auto theft is not just a criminal issue — it undermines consumer safety, industry trust, and the economic sustainability of legitimate businesses. ARC members are committed to lawful sourcing, responsible recordkeeping, and industry-wide cooperation to stop stolen vehicles from entering our facilities and inventory systems.
This statement is a proactive measure to protect ARC members, elevate industry expectations, and ensure our association continues to set the national standard for ethical auto recycling in Canada.
